The Guardian can’t be any clearer in reporting what the UN Secretary-General actually said, can it?...Except, for one fact and by its own admission further into the article it concedes:
“Ban did not name Russia and China…”
So liberal press reporting makes putting words into politicians mouths acceptable journalism.
