After the Indonesian earthquake, almost 200,000 people are in need of urgent help, the United Nations says, among them thousands of children.
Survivors are battling thirst and hunger, with food and clean water in short supply, and local hospitals are overwhelmed by the number of injured. Desperate survivors are taking food and water from shops as aid is slow to reach the community days after the disaster.
"It's not looting, they're hungry," Police General Tito Karnavian told Detik News.
Now, soldiers have been ordered to fire on people caught looting.
